I mean after landing, I know that I have to wait for my PR card inside country, or I can apply for travel permit at canadian consualte abroad for reentry or If you're from visa-exempt country you can reenter without all these things.

Someone explain this to me. You are saying the Permanent Visa is only valid for 6 months and is single entry? Even whilst applying from within Canada? This does not make sense to me.

The Visa that you will be given in Ottawa will be valid for about 6 months, your PR Card is what is really needed to travel inside or outside Canada.

true but the validity of permanent visa is according to the validity of medical done.. i have seen many cases where the permanent visas are issued exact to the date medical was done.. May be iam wrong..
