It looks like for recently landed folks (Dec, Jan, Feb) they are getting their PR card approved and printed as per pre-covid schedule. Meaning within 1-2 months of landing which is what should happen. Whereas the folks who got their COPR during early/mid of last year got their cards stuck somewhere and waiting for up to 8-9 months. So those folks need to resent their photos to jump-start their process again.
I think as a guiding principal, if one has not been issued at card within 6 months of sending their photos, they should send them again. Because in principal IRCC can not use photos more than 6 months old to print the card. And they won't reach-out (in most cases) automatically to request a re-send.
So it is better to either call IRCC and ask them to send an email requesting resubmission of photos OR if you can't get hold of IRCC agent via phone, just write a letter explaining the reason of resending the photo (more than 6 months) and send it to same address which you used first time.
