You can apply for a tourist visa while your PR application is in process however chances of getting a tourist visa are very bleak. Because for a tourist visa you need to show that you have strong ties with your home country and you have no intention of staying in Canada when your tourist visa expires. However with your PR application in process you have already told them you have every intention of staying in canada.

You do not need to submit your original passport for getting a PCC. Notarized copies would suffice.

If a person is outside India and applying for PCC at Indian consulate abroad, Original PP is required as they stamp the observation on original passport.

I am not sure about applying within India.

Hi room3,

In my case we have applied to residency in 2007 and we applied to for a visa a got it. We mentioned in our appliucation that we have applied for residency and there was not problem. I think that it is better to tell the true.

Hello Room3,

You do not have to hide anything because they have you on records. You will have to mention that you have applied for Canadian PR in your applicattion for tourist visa. If you have any idea of cointinue with your application for PR while you are in Canada (supposing that you got your tourist visa), you will not be able to do that. Even if you succeed in getting your tourist visa while hiding some part of PR application, they will find it out sooner or later.

My suggestion is, apply for tourist visa and see what would be the outcome.

Im sure you will get it if you could show the visa officer very good ties to your home country or country where you are applying from.
(With my own experiences as a visitor to vanvouver, BC on three occasions)
