I have an interesting situation. My wife's mother will be visiting us in the US in March. She has already been granted US tourist visa.
While here she would also like to visit her other daughter who lives in Canada.

A few questions regarding this situation...

1) Can she apply for Canadian tourist Visa while she is in the US
2) If the answer to question one is yes, then is it better for her to apply from US or her home country (Pakistan)

Not sure if it matters but she did apply for Canadian TRV visa from Pakistan a few years back and was denied on grounds that she couldn't proof she would come back. She is a widower and has property and two other daughters in Pakistan but I guess that wasn't enough to convince the Canadian authorities that she will go back.

Would really appreciate if the informed people here would offer some suggestions and advice.

The officers doubted her ties with her own country. What ties will she show in the US being a visitor there? It would be better for her to apply from her own country but the points raised on the first refusal must be addressed.

It is likely to be easier for the daughter in Canada to visit the USA.
