Are you all living together in Jamaica? If so you can apply as common law if you have been living together continuously for a year. If he got a TRV, conjugal is 100% not an option. If you have been living in Jamaica for many years you will need to prove that the family is relocating to Canada permanently.
 
wow so october and november applicants are to wait forever and next thing you know they are told to re apply again.

No We have not lived a continuous year together.
