TOURIST VISA APPLICATION TO PROCESS A SCHOOL ADMISSION

Hello,

I was admitted in a University for the winter term and already received my Letter of Acceptance on the later part of November 2015, the earliest class will start on the first week of January 2016 and given this time frame I was not able to make it on time before the start of class as I was still on the process of applying for a study permit. We were informed by the University that we have to repeat the admission process from the start if I will not be able to make it on time and the down payment for the tuition fee will be forfeited as well. With this issues, I would like to apply for a tourist visa for me to be able to settle my admission for the next term. My question is, will this reason be a ground for denial for a tourist visa even if I am willing to undergo the proper procedure of applying a student permit after I settle my admission?

I'm not sure what you mean by "settle your admission". You can do that from outside of Canada and there is no need to visit Canada in order to do this. CIC may not believe this is grounds for issuing a TRV.
