Greeting everyone;

I a Canadian my wife from Lebanon(new married) and live in Qatar but my wife stay in Qatar as a visitor I'm going to do the spousal sponsorship to live in Quebec from ouside Canada for my spouse that lives outside Canada.
My Quistions are At the medical examination clinic they are requesting the information regarding the immigration office where we will be submitting this application as they will be submitting it themselves In addition in our forms they are also requesting the same.
Which immigration office I have to mention; is Damascus as my spouse from Lebanon?
but somebody told me Canadian Embassy no more receiving the application.
Can I apply while I am living outside Canada, Shall I mention I live ouside Canada in the application, I know as soon as my wife get the visa I have to go back and live in Canada,

You are only eligible to sponsor a family member/spouse while living outside of Canada if you are a Canadian citizen. If you are, then yes, you need to disclose that you are living outside of Canada and you need to submit proof with the application of your intention to re-settle in Canada.

You are not going to submit the spousal sponsorship application to the overseas embassy. Both yours and your wife's forms, and all of your evidences, need to be submitted together to the Case Processing Centre in Mississauga, Ontario, Canada. Once they approve you as a sponsor they will transfer the application package to the overseas embassy, which would be either Damascus or Beirut - not sure how they determine which. So that's the information you need for the medical clinic - they will send the medical results, though, to the Regional Medical Centre that services those embassies (probably either Paris or London), so it's not vital to know which one exactly will process her case. The embassy will request the results from the RMC when they are ready to review them.

You yourself don't send the application to the embassy. You send everything to the Case Processing Centre in Mississauga, Ontario and they will forward your application package to the embassy. I am sponsoring my husband from Lebanon as well, our application package is in Damascus. Beirut doesn't assess immigration applications as it is a consulate, not an embassy.

But, from what I have heard, some of the packages that are supposed to go to Damascus are now being sent to Ottawa, Ontario to be processed there. Since the situation in Syria is going downhill, there aren't many people working in the embassy anymore. Yours still could be sent to Damascus, but don't worry if it's sent to Ottawa instead.
