Here's the issue in a nutshell and the reason why I don't believe reducing processing times is ever going to be a true priority for any party in power: This issue isn't important to the average Canadian citizen.

Canadian citizens elect government officials and therefore have the only real sway on the platforms chosen by the political parties in power. The average Canadian cares about the economy, jobs, taxes, schools, roads, public transportation, etc. (I realize some of these are provincial / municiple rather than federal issues but hopefully you still get my drift + the federal government often provides funding / transfer payments) - not about immigration processing times. In fact, if anything, surveys seem to consistently show that the average voting Canadian feels we should be spending less on immigration.

A political party isn't going to make something a priority if this same issue is not a priority for its electorate. And having faster immigration processing times is simply not a priority for the Canadian electorate.
