Its not a must...but good to keep options open by being a representative...that way you can inquire check anything on behalf of your parents...

Its completely your decision...

IRCC is yet to update the LICO + 30% for 2015...For 2014...it is $64,791. Check the below link or table...

First of all, you have to wait till IRCC/CIC publishes MNI table for 2015 (as dchoudh already mentioned). However, I gave it a shot to figure this out for you:

LICO2015 = LICO1992 x CPI2015 / CPI1992 [1992 is the base year and hence CPI2015 is the only variable here]
= $34400MAX x 126.6 / 84.0
= $51846MAX

MNI2015 = LICO2015 + 30%
= $51846MAX + 26.36% [Explained in blue text below]
= $65514

For a true 30% increase, MNI for 5 persons would stand at $67400MAX. I couldn't figure out which exact income CIC takes for immigration purpose from StatCanada LICO table1. So, I did some crazzy math that engineers do and came up with 26.365% (instead of 30%) to make the closest estimate for the time being 8) . Anyway, if 'x' is the MNI2015 you're looking for, then $64791 < x < $67400.

MNI = Minimum necessary income
CPI = Consumer price index

This is the problem...
For example, MNI2014 for 5 persons stands at $64791. By reducing 30%, we should get LICO2014 = $49839. I couldn't find this exact value in the LICO tables (both after tax and before tax tables) published by Statistics Canada. The closest value would be $51272 (LICO2014 for 5 in a metropolitan area with population over 500,000) which is the MAXIMUM value for 5 persons from any table you choose. Therefore, I used 26.36% increase on LICO value to get the closest MNI possible. I hope I made it clear. :-\
