10000 was an absurd promise from the very beginning. Currently, they are processing PGP applications lodged on or before November 2011. Imagine the intake quota was adjusted this year resulting in the increase of backlog. It would not entail more cases of family unifications, but rather delayed service delivery targets. This is what happened with FSW stream, when CIC accumulated nearly 500k applications in their inventory and had to axe 300k files to bring down the processing times to 13-18 months from over 7 (!) years.
What would have helped was increasing the workforce of CIC and streamlining the service delivery routines. But Trudeau committed half a billion CAD to flying Syrians to Canada instead, while the whole CIC budget amounts for 1,320bn (and guess what, it is less than in 2015). So, I wouldn't hold my breath for any good news pertaining to the immigration program while this government is in power.
