One of the possible options I would like to suggest Liberal to consider is to require a special fee from PGP applicants, for extra $5000 each application so they can increase their operating funds by 50 million dollars dedicated to this stream (at 10,000 applications a year). The extra fund will help keep the backlog manageable in terms of staffing resources. Also that would be looked at as down payment from sponsors to financially commit to look after their parents. The fee can be required retroactively to all files in the inventory if the Liberal government can commit to clear all this backlog by a certain date and run this program seamlessly from now on.

We need to admit $5000 is a small amount compared to the benefits of having parents here and we should be fair to the social welfare system.

Anything that will expedite the process. I cant imagine having to 3/4/5 years to find out if the application is successful. If they can limit the processing time to 1 year or less, I am game.

PS Australia has a similar unpopular option where you pay ~40000 AUD per parent and get processed under a year and have access to all the benefits. Otherwise it takes upto 10 years to process applications.

Stop arguing, guys.
Blame those fake refugee who contribute nothing to the community. Our parents have sons and daughters here paying taxes to the government. Especial us who are eligible to sponsor, we are paying higher taxes than average Canadians.
How can you claim that the refugees are fake?

Australia has a special program that you can pay $40K to enter into the express program to get it done in 1 1/2 to 2 1/2 years where regular apps have a loooooooonnnnnnnnnnnngggggggggg waiting period. Based on the situation in Canada, I don't think those political parties would do that.

Known for decades as one of the most inefficient federal departments and at the same time always hesitant when it comes to fees increase, it's hard to understand the accounting of CIC. The fee structure has remained the same for years even though they are running into serious operating deficits.

Everyone has their own reasons/motivations to want to bring their parents here. Please dont judge others and dont attack other posters. Keep the messages clean.

Skype is not the same as face to face interaction.

My opinion:
Free healthcare makes PGP very attractive. Most parents being sponsored are likely still quite healthy at this point. You might not be thinking of healthcare as your number 1 reason but just imagine your parents here on PR but with no healthcare. You will have to pay around 4k(~2k for each parent) at least every year for private insurance and a lot of people will struggle to afford it. I am sure a lot of us will still do it. I know I will. But it does make it tougher financially especially if you have a couple of growing kids to take care of as well.

And would you even risk keeping them here if no health insurance(even private) is an option?
A couple of years ago I was looking at costs to do "check-up" for my parents privately. It costs $2500+ just to see a doctor and get the report before any treatment/drugs.

I know a bunch of people who immigrated to the US and sponsored their parents after many years. In the end, their parents moved back to home country in their old age since healthcare cost was getting out of hand.

This is why I will be very grateful if I can successfully sponsor my parents and have them stay with me.
This is definitely a privilege.
Most parents, even if they work for a few years, will have negligible income overall compared to the benefit. However hopefully we will earn enough in our lifetime to offset it.
At least you told the truth and back up my reasoning why that PGP is so popular. Free health care is the main motivator behind it.

There is nothing wrong with admitting to everyone that free health care for your parents is the reason sponsors like yourself like PGP. Don't hide behind some silly reasons like "I want my parents to be with their grandchild". Supervisa solves this excuse. You dont need PGP for your parents to see their grandchildren.

AGREE... Canada is the best healthcare in the world this is the major reason why we want them to be here.

Pros: parents are with you. You don't pay for their health care. Free babysitters. Qualify for social benefits like GST credit.

Cons: burden on health care due to parents never paying a dime in taxes all their lives. Health care is stretched enough as it is. Parents are not likely to be working thus more likely to still be dependence on their son/daughter. Someone mentioned supervisa made parents too dependence on their kids.

I wouldn't call it the best healthcare in the world. There are better health care services in other countries than Canada. Better wait time, better choices, better service. But it comes with a price. Everyone pays a fee in those countries.

People who says canada has the best health care needs to re-examine the problem Canada has in dealing with health care.

Some key points:
1) According to the Ontario Council for Agencies Serving Immigrants, there is no evidence showing that parents with permanent residency in Canada are a burden on the health-care system. Dont forget parents sponsorship is not a new thing but has been going on for more than 10 years (at least) and they issue at least 20k visas every year, so there are more 200k parents/grandparents came in Canada in past 10 years but Canada's healthcare system is still solid and one of the best in the world.
2) As for pension holders, sponsored parents withdraw the lowest amounts given their short residency and employment record.
3) While some parents and grandparents may turn to social assistance after the sponsorship period has elapsed, the vast majority are cared for by their loved ones long into the future.
4) Family reunification means that income earned by Canadian immigrants stays here in Canada instead of being sent abroad as remittances. Parents often bring savings with them when they immigrate, at times financially assisting their children as they find their foothold. Others continue working; a 2009 Dalhousie study found that more than 40 per cent of parents and grandparents found employment with 30 per cent working at home as child-care providers.
5) For Chinese immigrants in particular, the one-child policy has meant there is often no one else to care for one’s parents so its a moral concern for them.
6) CIC has increased the income requirement to LICO + 30% (for 3 years) and processing time is 4 years so by the time parents arrive you would have paid 7 years worth of taxes ( I am sure that additional 30% income makes you pay enough taxes so that government can cover your parents' health care, they are not stupid :D).

Super Visa

Its a great alternative but it has limitations like
1) parents can't work on super visa. e.g. My dad is not that old and speaks good English but when he visited me he got bored out of his mind because he had nothing to do all day when I was at work.
2) Health insurance is not tax deductible (as far as I know). Technically parents are your dependents for 2 years so there should be some tax incentives.

Overall I think the capped approach to PGP sponsorship is the most practical and win-win option. Shutting it down is not an option.

Does anyone know how we can track certified cheque payments?

In 2015, when were the AOR's issued for successfully processed payments?
