my mom has a US visa and multiple trips to US. She also has a decent amount of travel history to other countries as well. We applied on 30 Dec and requested Can+ . Its still showing we will send you a message when we start reviewing the eligibility.

I applied online TRV Jan 5, 2019. I received 2 emails 1 for confirmation and 1 for submission. As soon as I submit my application and I find out they are doing background check. Next day i received email about update on cic gc account also received 1 email there is new message in your account. I checked my account and I have Biometric request. There is no update on my account. what is this status mean?

It does not seem like your mom's application is being processed as a CAN+ one. Processing time has crossed the typical CAN+ processing. Nonetheless, she could expect a decision soon because of her US visits/travel history
