It is Ontario PNP & Visa office is New Delhi.
One can send passport with friend or relative with signed authuorization letter.

Gat, Why don't you write an email to NDVO, have you checked your spam mails. There is a fair possibility that your MR/PPR request might go to your spam folder. Are you using a representative, if yes they will get your PPR/MR request. Do keep an eye on regular mails as well.

These changes are recently made by CIC, you can check with CHC Delhi by sending an IM enquiry.
