They asked Proof of Funds, Copy of post-secondary degree, Evidence of Employment. They gave 30 days

You have to pay in INR only if your VO is NDVO. Don't worry about the exchange rate. You should take the DD for the amount 51940 (that is mentioned in CHC NDVO website) for you and your wife. You don't have to pay for your kids who are under 18.

I also got the RPRF request from COLOMBO.I made draft in CAD Dollars $490 in favour of RECEIVER GENERAL FOR CANADA.

This is safe to make DD in dollars because INR mentioned in website are not updated from long time.As the rupees rate against dollar flactuates every day.Thats why it is safe to make draft in Dollars.
