Yes - and this is more true with applicants from outside of the country.
Kasi with all applications being sent to CIO-NS first, you get an AoR from them indicating the application has been deemed complete as per IRPA Sec... (meaning all documentation needed/required at the time of submission is complete), as well as a receipt for the processing fees, and that eligibility has been passed for the program applied for (positive eligibility). In most cases there is a file number/application number/Client ID (if you have no previous client ID before) - that is included in the AoR.
Next step is to transfer your application to a visa office/processing office - which is either the visa office serving your current country of residence, or your home country visa office (CEM). At this point, when transfer is completed, a so-called 2nd AoR (or AoR-VO) is sent from this VO. Commonly this is included with a set instructions for MR, or request for additional documents, payment of RPRF. So madalas this is not called a 2nd AoR - nakasanayan ng applicants to call this as the MR phase or additional docs request dahil magkakasama na sila in a single email set of instructions. But the main point is, dun sa preface ng instructions - nakalagay dun is all correspondence will between the VO and you, and all submissions will be to the office. Naka-indicate din sa address at the start of the message saan nagmula ang message - as well as makikita mo sa email address ang pinagmulan na office.
Only with the so-called 2nd AoR can you confirm saan ang VO mo. Otherwise, maghahanap ka by sending an inquiry sa VO na selected mo, kung na-transfer na ang file mo sa kanila, or sa CIO-NS, kung saan nila nai-transfer ang file mo. Wait a bit before sending an inquiry - the waiting times are getting longer.
