You are mixing several streams. As you have posted in the PNP section, I am assuming the application of the Principal Applicant is a PNP application.
The proof-of-language requirement (CELPIP or IELTS) is applied at the initial stages of acquiring an LoA. At Federal-level applications, this is a requirement recently instituted and applies in most cases - to applicants falling under low-skilled class (economic classes). The language requirement is for the PA, not the dependent, and is used for the purposes of the application.
POEA clearance - this is for work permit applications under temporary residence and is a requirement for TFWs to Canada departing from the PH. This does not apply to immigrants (i.e. Permanent Residents/those with PR visas)
Additional requirements will be provided to you as part of the return package (that includes the PPs, CoPRs). There are instructions to undergo pre-departure orientation seminars (PDOS), etc. And this applies for those departing from the PH.
