Aside from travel agencies that provide promos to first-time immigrants (popular in the PH is St. Raphael and CICTravel), generally all fares are high during holiday season. You have to avoid the holiday rush, generally this is the season for high fares as there is more traffic in the Asia region, and many kababayans coming to get vacations.
Going through the US is an alternative as Delta (formerly Northwest) does have seasonal promo fares from Manila (via Japan), but then transiting through the US will require a transit visa.
Also make your travel dates on the weekdays - as there is generally lower fares flying on the weekends, plus airports are not too busy when compared to weekends.
I can only offer you a guide here I use that you can make use to work with any travel agency - be mindful of the reverse of peak seasons between North America and Asia when scheduling flights:
1. During late spring/summer season in North America - lots of people actually go on vacations (kids are out of school) thus flight fares are also high; but this corresponds to low season in Asia (typically around June-early September); flight fares to North America are trending low during this time as the low fares for flight legs within Asia offset the high fares for the flight legs in North America.
ex. (July - September)
Leg 1: MNL - NRT (low season) = low fare
MNL - YVR (low season) = low fare (longest leg)
Leg 2: YVR - YYZ (high season NA) = high fare (short leg)
Leg 1 + Leg 2 = average low fare for total trip
2. During Oct-December, it is holiday season, so there are high fares in NA (Thanksgiving holidays included) plus high season in Asia
ex. (Oct-Dec)
Leg 1: MNL - NRT (high season) = high fare
MNL - YVR (high season) = high fare (longest leg)
Leg 2: YVR - YYZ (high season NA) = high fare (short leg)
Leg 1 + Leg 2 = average highest fare for total trip
3. During Feb - early April, avoid the early weeks of January as this is when people come back from vacations. It is winter in NA, so not a lot of people fly, so there are low fares in NA. Although it is still somewhat of high season in Asia, the low fares in NA will offset the high fares in Asia. The risk is flying in winter within NA, as it choppy and more chances of stoppages/delays.
ex. (Feb - April)
Leg 1: MNL - NRT (still high season but not peak) = high to average fare
MNL - YVR (still high season but not peak) = high to average fare (longest leg)
Leg 2: YVR - YYZ (low season NA) = low fare (short leg)
Leg 1 + Leg 2 = average lower fare for total trip
