May God bless u and ur application. For me, hintayin ko nlng muna ielts reult pra masubmit ko na. Honestly magulo pa po sakin process.. nag self assessment ako and I got higher points than required. Is it enough na po even without ielts result. Pls enlighten. Thank you!

According to the self assessment, it's only factor 5 that you must meet. Without factor 5, you won't be eligible for MPNP.

I suggest you ask this same question in other posts, yung mga pupunta sa Manitoba. Meron din silang mga experience in applying, they can provide you more information. Para sure ka.

Red-ribbon recommended. Note that the LTO certification is not for CIC, but for presentation to transport agencies (if needed) and insurance companies in Canada. The only way or the only proof of authenticity of the document from the PH is have it "red-ribboned" - similar to presentation of documents from other countries. Sometimes the insurance agencies do not require it, but it is good to have it anyway - in case. It takes at least a week or more to have the LTO certificate authenticated (red-ribboned) at DFA last time I took it.

It is generally recommended to have documents certified/authenticated when it is intended to be submitted to agencies/institutions in another country. This is not the case for CEM, as being in the PH, they have means to verify the authenticity of documents/records submitted to them originating in the PH. Whereas for other agencies in Canada, they do not have that means often, so they rely on the authentication seal (red-ribbon) verifying the document.
