Bringing in funds enough for your settlement is not that straightforward. There is a limit to which you can bring out of the PH and bring in funds to Canada without need for declaration. The links below should answer some of the questions on bringing in funds.

Personally, I brought in $10k in a combination of cash and traveller's cheques. Once I opened a bank account, I had the funds transferred from the PH. You will lose a bit in transaction fees. My other friends here actually brought manager's cheques/bank drafts that they used to open bank accounts here.
Now, some banks do have services for newcomers to actually apply for a bank account before landing - such that they can effect transfer of funds while they are still packing up to ready to fly to Canada and settle:
