Me two options ka:
1. Appoint her na full representative. (unpaid/uncompensated representative). Eto ang links na makakatulong sa iyo, lalo na ang video in filling up the form.

Take note lang - as a full representative, lahat ng business dadaan na sa kanya - hindi na direct sa iyo. Kung meron man correspondence - sa kanya dadaan bago sa iyo. Basahin mo ng maigi ang guide, ipabasa sa iba kung nagkakatugma ba ang pagkakaintindi nyo pareho, at kung sakaling eto ang balak mo, ipabasa ng maigi sa sister-in-law mo para malaman nya ang responsibilities nya.
As full representative - will be able to obtain information on your case file, such as the status of your application and will be able to conduct business on your behalf with CIC.
2. Allow her to get information on your behalf (authorize her) - pero hindi sya full representative.
Release of information to other individuals
To authorize CIC to release information from your case file to someone other than a representative, you will need to complete the form Authority to Release Personal Information to a Designated Individual (IMM 5475) (PDF, 1.75 MB). The form is also available from Canadian embassies, high commissions and consulates abroad.
The person you designate will be able to obtain information on your case file, such as the status of your application. However, they will not be able to conduct business on your behalf with CIC.

Madalas ginagamit itong authorization under a request for GCMS/ATIP using another person in Canada. IMHO, itong authorization is good enough to cover asking her MP about inquiring about your file, as long as inquiry lang sa status ng application - nothing else. Pwede sya na kumuha ng GCMS notes for your application (libre for citizens, or those residing in Canada). Pwede rin sya na tumawag sa Call Centre ng CIC (toll free in Canada) pero balewala kasi ang file mo is being processed in the PH, not inland in Canada
.
Isipin ng mabuti kung ano ang balak, then decide. Expect din ng dagdag na days sa application kasi - this is an update in your application. Either way - me confirmation response from the VO yan before the appointed representative can start inquiring on your behalf.
Now personally I will add in a word of caution lalo na with appointing a full representative. Medyo malaki na ang responsibility and related consequences of misrepresentation sa isang full representative - lalo na with Bill C-35 na naipass. Pwede ka ma-refuse because of misrepresentation on information of an authorized representative. Kaya isipin ng mabuti ang balak.
