Dears,
Am a canadian permanent resident, my wife is a pr too, we landed to canada at 2015, my wife gave birth for a baby girl at july 2017, we traveled to our home country at September 2017 for 2 months to visit iur family, when we intended to travel back to Canada December 2017, my child was diagnosed with atrial septal defect (heart hole) so we couldn’t travel back until now, can this time be counted for us in our PR counter...??? And if yes who shall I contact...

No - the time you have spent outside of Canada cannot be counted towards the PR residency requirement.

This is irrelevant unless and until you have to appeal the revocation of your PR status because you are not in compliance with the residency obligation requirements. This might form part of an H&C appeal. At this point in time, this is not something that you need to worry about.
 
We're talking about 4 extra months than your planned visit. At this point you can easily stay inCanada to meet your RO even if you have modify your future plans.
