As others have said, fine for him to 'land' in any Canadian province.

As regards address for PR Card, yes, he can give his cousins address.

I suggest when they ask what his address in Canada is, he does not volunteer information they have not asked for - simply give that address (i.e. don't start burbling about no, but hey, you can send it to my cousin because I wont be settling on this particular trip etc.). I am not saying to lie, but just don't volunteer information you have not been asked for.

I landed recently and gave my buddies address in Canada and they simply used that, so I am expecting the PR Card to arrive there soon and he will FEDEX it to me. They didn't ask how long I would be at that address and I certainly did not volunteer it.

You should NOT have to provide customs 'goods accompanying' or 'good to follow' lists if you are landing to declare PR only and not actually settling, having said that, CBSA are a bit hit-and-miss on this! When I landed for PR purposes only a couple of weeks ago (Ottawa Airport), they insisted that I this was my one and only chance to declare goods to follow and that if I didn't do it now, I would not be able to do it later (despite me explaining, using CBSA terms that I was not actually 'landing as settler' but was merely ' landing to declare PR' etc. Fortunately, I anticipated this problem and already had an accurate list I could use.

You have to give them your good to follow documents when you land as a pr , weather you are settling or not , this is your only one and only choice. If you land by air or buy land border you need to supply them with the list .

Sorry, but this is not correct. 'Landing to activate PR' and 'landing as settler / to establish a residence' can be on different dates (albeit in that order) - many people have done precisely this as it is more common than not, given the normally tight expiry dates on a CoPR and the normally longer time it takes to sell up everything overseas.

See here:

http://britishexpats.com/wiki/Landing_as_PR-Canada

Note that the contributor who made the detailed statement on the 'Landing at Ottawa Airport' thread, ('Former Lancastrian') is a current CBSA senior officer.

The actual CBSA memo drawing a distinction between the two 'types of landing' (the wording is a bit turgid!):

http://www.cbsa-asfc.gc.ca/publications/dm-md/d2/d2-2-1-eng.html

Having said all of that, not all CBSA officers are aware of the distinction! I personally fell foul of one such officer (who was perfectly polite, just wrong!) at Ottawa airport as recently as mid-April this year when we landed to activate PR but not to establish a permanent residence. He blankly insisted that this was my one and only chance to declare goods to follow. I was too jet lagged to argue and fortunately had read that occasionally some CBSA officials get it wrong, so I already had a detailed goods to follow list so presented that!

Hello MM345,
The last document request was in October last year and I'm not able to check my progress online because I do have a lawyer. I just have to wait for the moment. Thanks
