Yes - that's correct. Once he has the COPR, he can flagpole. He will have to get his SIN changed though, because he probably has a temporary one ( starting with 9).

Dunno about the other provinces but it takes 8-10 weeks to get a certificate back in Ontario.

For your questions
1) You should get an email/letter a few weeks after you mail everything in saying it's been received (or even sponsor approved) with a client ID you can use to log on
2) When you land with the PR letter at the border you'll sign it and a CBSA agent will also sign it. This is good enough to get a permanent SIN and start working again.

I signed up before as well and it didn't update... but for some people it does, so it doesn't seem very reliable - just like ecas! :-)

Hopefully it's sharpish and not like me (2 months in process)

Never got a final email off the notification site either. Like you I reckon it doesn't work with the changed eCAS.

Marriage commissioner said it takes about 2 weeks to register marriage and then 2-3 days after it is registered to receive certificate so I am hoping by mid-September. I am in Alberta

Should have already? My decision made was July 31. I got the letter over a week ago and have already landed.

Assuming you had decision made for the PR side, and not only for the sponsor side: it should take not more than 1 to 2 weeks ( 1 week in Europe, 2 weeks if you're already in Canada). So - contact them and ask if they have sent the COPR and when, so you can try and trace it - more than 3 weeks is not normal.

Oh, so it takes 2 weeks to come if I'm already in Canada! I was all prepared to flagpole this weekend :P I guess I'll change those plans then. Lol.
 
I emailed the london VO yesterday, do they tend to reply and if so in how long? :)

SO frustrated. I dont mind venting here as everyone has been in the same boat. I want that magical DM day to come for me sooooon!

It depends. I have had a couple of emails go unanswered, but in general the reply from anything from 3 days to 2 weeks. It all varies.

How long has your application been in?

I got a next day reply last time I emailed them, then again my question was essentially "do you actually have my application".
 
My application has been in London since March 7th and still says 'app received' on ECAS sniff sniff

Ok so maybe I shouldn't expect or wait for a reply if some go unanswered

They have had my application for 10 months nearly and I think I will become one of the few who make it a year before I hear anything. Extremely frustrating. I have stopped checking ECAS every hour and only check it over my morning cup of tea.

I am over the 4 month in process mark and have involved my MP now - if anything happens I will let you all know. As for now, time to head to Victoria and enjoy a little vacation away from Vancouver! I intend to eat my body weight in fish this weekend.

I emailed them today and got a reply back within 7 hours. However, you have to have a pretty good reason for them to be responding THAT quickly.. (I do.)
