London responded to the request from the MP. No comment on why later applicants are being processed before earlier applicants. Here is the response from London.
No request for reassessment by medicals from the visa officer has transpired. Visa officers have 3 months from the expiry (15 months from when medicals were conducted) of a medical to request whether or not it can be extended – information not originally shared with me by LONDON.
Reassessment of medicals and validity will generally be done when the file is close to visa issuance. Ottawa informed me that criminality and background checks are still out and under review. At this time, no further information is needed by LONDON on the file and CIC recommended a follow up in 90 days.
FYI – in the event Andrew stays here for more than 6 months, Canadian criminality checks will need to be conducted as well.

The thing is I was in Canada for more than 6 months from when I applied, so does that mean I need a Canadian criminality check? It was my understanding that CIC did their own Canadian criminality checks anyway. Maybe that's what they are referring to?
