Passport cards might be good enough, and I certainly understand that the passport books are not cheap when there's more than one to get, as the cost adds up very quickly. I'd advise getting someone from CIC that can actually answer the question for sure. Or, talk to your designated medical professional as they'll also know what you need to bring. Otherwise, if you can't get a straight answer from anyone, it would be best to be safe and go get the passport books. That's one way to get it done without any doubts.
Another reason why I suggest the passport book is that if you do bring your kids in later, it will be one less thing you'll need to get.
