Thanks for your message. He can't log in with the receipt number. We called the call centre and they wouldn't check his information, they just said if you submitted your application before Feb 17, it hasn't been processed yet (this was last week). So that was discouraging. Maybe if we call back and get a different person, they would be willing to look up his number?
He has a file number from his citizenship processing, but we didn't include that number with our application. And we're not able to log in to eCAS with that either.
