I think you can change where your application can be processed after you submit your application. My app is a family class -parents...it has been 32 months..its more than the average wait for 100% processing..(noted on the CIC webstie for processing times).....and I know for a fact that it is a straight forward application.....
If you scan through this website, most people in the UAE prefer to go through london, and not AD..mainly because it is faster....
