I figured it takes 3 to 4 days from descion made...but not sure if it is 3 to 4 days from when ecas updates, or from when it was actually approved in Visa office

Registered post,which means soomeone in Your household has to sign to receive the PP.

Usually it it 4-7 days after ecas changes. Depending on how far you live.

Hello everyone
My status shows as APPLICATION RECEIVED.
My questions are:

1. Does it change to In progress after file is received in new delhi? or
2. Does it change to In progress when they dispatch the letter to us for asking for passport but at this time the passport is not delivered at New Delhi CHC? or
3. Does it change to In progress when the passport has been delivered at CHC ND.?

Please advise!!

It should normally change after the passport is received, however, you should realize quickly by reading past forum post that there is no standard practice with ND. For example, mine never changed to In Progress, it always stayed on application received until it went straight to Decision Made. I believe that FPrince's changed to In Progress even before they asked for his ppt. And some have had a normal progression from Application Received, then ppt is asked for then In Progress then Decision Made. However, like i said, this place does not follow any clearset guidelines, so don't rely totally on ECas... it's usually not updated on time, things disappear (medical lines, addresses etc). Just read through the forum and see what others have gone through, it will give you an idea of the varying practices that take place.

As for your other question, (which I hate to answer, you seem way to nervous), but... I know people who did not pass the pass the interview. It is has not been many on this forum but remember there are many people who don't come on this forum. One member said that on the say of his own interview there were people outside ND who had failed. It is always a possibility but the interviews are very standard and I suspect the people who failed weren't in a genuine marriage.

Who? applicant or sponsor ?
In my case i am the sponsor and was refused a student visa to Canada in 2004.
It will not affect if it was the sponsor.

If it was the applicant, they can be doing more BC...not a big red flag.
Really depends on why it was declined before.

Just to give you more insight, if the applicant already had a visa/study permit refused by CHC ND previously...it really depends on why they did it the first time.
For ex - if it was due to lack of funds, it should be no big deal for the spousal sponsorship as the sponsor is responsible for the $.

But if it was declined based on false documentation, medicals etc..then they will really dig into it when they open the case again.

If you are right, then they might be doing BC for me. I applied for her visitor visa in December 2010, just so that she can visit me. But it was not approved. No reason was provided for not approving the visitor visa. I don't think that will be big red flag. Do you??

Not really but did they not give you a reason, cos usually they do in the rejection letter.

When you sent the VISA application out did they know that her Hubby was in Canada and that is why they rejected it?
If so, this is what they usually do and there is nothing wrong with this...and is very very common.
They want us to take the direct route which is Immigration than a visitor visa.

my study visa was refused of insufficient funds and that i will not return back. My visitor visa was declined because i will not return back. There was nothing mentioned like false documentation and medical was never conducted

These are usual normal no big deal rejections. Did you apply for the visitor visa after marriage or before marriage?
