In my case I had travelled a lot abroad and also had an another country visa on my passport.When I submitted my application the first time,I had submitted a copy of my passport that I had taken when I was abroad. It was a very small mistake from my part that I didn't submit the passport copy after I was in Canada.Somehow they concluded that I was not living in Canada and rejected the application.
I think personally it is more to do with Panda's individual circumstances surrounding his relationship with his wife (no red flags as VOs would say it) . I am a Canadian citizen born and raised here and my husband is being interviewed at the end of the month. There must be some reason why certain files just sit at their desks.... I mean i would think if the relationship is genuine, the sponsor has a job etc, the PR should go soon right ? I'm starting to see paterns where Citizen sponsorship goes sooner than normal PR sponsor
