yeah if you already have medicals expired (and of course your passport is with the VO), the letter VO sends out to you will state as such that your medicals have expired and need to redo them. DMP knows about this process, hence they only need the letter. you cannot redo medicals without the letter.
I am not sure what's going on with your app and why you're not getting any answers from your MP? did the MP say its pending final review or something else? unfortunately lawyer cannot do anything either until some sort of decision is made.
The biggest issue with your application now is that they cannot issue you a visa without valid medicals as the expiry on the visa itself is that of your medical expiry date cause you cannot land in canada with expired medicals. I think i responded to you a month ago after talking to my MP friend about your situation, that in rare cases VO can extend the expiry of medicals after consulting with DMP. However, this is more common if application was being processed within canada vs abroad. so not sure what is the cause of concern with your application. hope you hear something soon.
