I see that some folks had their interview waived and was wondering if there is something about our application that made immigration chose to interview my husband.
It seems Accra wants to interview most applicants. Sometimes if the two people are both from the same ethnic group and have a lot in common, Accra will waive the interview. But if the two are of differnet races or religions, expect an interview. Going through Accra, I would not say there was anything wrong or missing from your application. Though if the application includes a lot of proof the marriage is genuine, an interview is less likely.

Also it seems from most postings that the applicant finds out the day of the interview whether he is approved or not. Is this the case?
This varies. Some people find out the day of the interview. Others will get the answer later - they sent a letter to my husband about 3 weeks later, which he never received. They sent a copy to me in Canada, which I did receive.

And if so, how long before he can come to Canada? Does he have to wait for any paperwork to be mailed to him in Nigeria?
The visa will usually expire 12 months after the date of the medicals. The visa will have the date on it. Once he gets his passport back with the visa, he should be able to go to Canada.

If I had a signed consent form from him, I could request his case notes but I don't have the consent.
They don`t usually tell you the medicals have been received. You can find out by ordering your GCMS notes, or just wait - if they request the passport in order to give him the visa, that means the medicals must have been received.
You can fill out and get signed the consent form now and send it in. It did not have to go with the original application. If you order his GCMS notes, you can just send a consent form with the form for that.
