I don't know for sure, but I had friends who sent in their police check and they got their PPR in 2 weeks. So the document itself got there pretty quickly. Not sure if that helps. Maybe someone else knows...?

Sorry for the lost of your passport. I don't think it's necessary for you to contact AVO about the lost or replacement of your passport since you are getting a new one with the same passport number. However, if you get the new passport with a new issuer and expire date, I think you should notify them. Otherwise the date will be conflicted base on the first issuer and expired date on the form you submitted to CIC.
Please try ans get the passport ASAP.

That is my take. Maybe someone else can give more advice.
