The pre-arrival email is just a message offering "pre-arrival services" to the PA (i.e. courses and other information on how to find a job or language classes in Canada and integrate, etc). It's not really an essential step in the process for dependent child.

Thank you for joining. It usually takes a month from date of receipt for CIC to generate AOR.
The next step is sponsorship approval mail and medical request. So it looks like there has been some movement and you might get the update soon.
