I think It applies to the new immigrant. We are backlog, who applied in 2010. I don't think it applied to us too

at the CIC website, It still says that to retain PR, you should spent 2 years out of 5 years in Canada.

That is correct. The points I mentioned are for the citizenship qualification as the question was related to that.

The obligations to maintain PR are the same as before. But one has to keep these in mind if they plan to eventually go for citizenship.

This applies to all , even those who have landed , and till date have not got their Citizenship.
This rule is neither for applicants nor for Visa holders , his is for PR card holders
We are either applicants or Visa holders .This will be applicable for us when we will land and admitted in Canada as PR.

This is only option to land , pass crunch time , improve qualification. Get citizen ship and enjoy life.
Those who are planning to land and come back to make some money and go back will be facing difficulties in future. As now PR card is issued after 4 months of landing , and after detailed verification that is applicant physically present in Canada or not .

Canadian government is tightening shackles for those who are in these practices

Before july 2015, no worries for any body the he leave Canada just after landing or leaves after getting PR card.
After july 2015, you must be in Canada for 183 days per year.

This is really scary for me, because I am doing my PhD here in Italy. and I would finish in December 2016.

Dudes, do not confuse the two things. The rules mentioned were related to "Citizenship Qualification". Those are not related to maintaining PR. If you just want to maintain PR then the requirement for that is still the same, means spending 2 years out of 5 in Canada. That will enable you to apply for another PR after current one expires. However, you won't be able to apply for Citizenship unless you fulfill the new requirements for the citizenship application (outlined in the Bill C-24).

But this is sure that by them we will land , and get PR , this will be applicable upon us.
There is no wisdom in negating fact , and finding self created way outs to escape or get benefits / remedies that will not be available
