Don't wanna comment, but I guess they meet the requirement of BFD.... May be a new BFD is entered now after sending this email :)

"E" is for extraordinary their letter says that with this change of file number it confirms that they recieved your application , what about B then, is it not confirmed that they have recieved our applications
