There is no way to confirm that NOC has no relevance. Their prime relevance is evident that (1) some NOCs are not available in MI2 & MI3 such as 0213, (2) some are there in two MIs, or (3) SMSH list indicates some fast moving NOCs like GP/Physicians or FC (exceptions are everywhere when some NOC1111 got UDR).

So NOC has some value, but here CIC is stuck by taking the applications under MI1 and didn't processed them for long (wait que is 2 years for MI1). Now they have to 'throw away' all such cases positively or negatively. The negative route for CIC is DELAY (6-12mo, then 18 mo, then visa quota shortage etc.) the applicants. Just imagine in last 3 years, due to this delay, some applicants might had withdrawn their applications, changed their minds, or migrated to other destinations, or had died. Means CIC has to process less MI1 applications. So it appears that CIC is using UDR as a tool to delay your cases.

In my view, there's a need, like Pre-2008 applicants, someone should challenge CIC in FCC for 'MI1 Processing Unnecessary Delay.'

Dear other Members, Don’t get dissapointed, before rating us as per pre 2008 backlog, we should realize some points which were:

- Pre 2008 backlog were the applicants who never got in process on their apps.
- Most of them applied VIA simplified process and this made a huge backlog at CIC
- CIC cleared backlog asked them to reapply as their application were never screened at any level
- Our applications are screened twice, first when they asked for updated docs and secondly when they sent us wait letters
- It’s not necessary that we have to wait for 18 months for MR, this could start by June as if it starts in June 2013, it would take them to finish stamping VISA for whole waiter base till third quarter of 2014.
- This delay could be due to their VISA Quota, which will be renewed in July I guess (over optimistic :) )
- If my understanding is not wrong, finalizing in their books is when they stamp VISA, whereas we normally wait, pursue and consider MR as finalization :)

I might be wrong in some of the points above but main thing is, Keep your faith in God and recall last year, people were getting rejections on JD when God blessed us with this letter. He is delaying it for some reason we might not know :) … so keep praying
