By way of a positive note all I have to say is that finally a decision has been made.
I'll know in a few days which way to proceed next. If it's bad news we'll likely be lining up a BC Business PNP application which, in hindsight, we should have done two years ago!
On 12th July 2012 I finally received the 'Decision Made' letter. It was dated 26 June 2012
Refusal!
According to the reviewing officer I fell short of the required 67 minimum yet I'd estimated we should have received at around 71.
In the assessment I received Zero points for education! That's despite sending proof of all my UK education both Civilian and Military.
As you can imagine I am less than happy with the assessment!
I'm trying to find a previous post in the forum whereby somebody blasted CIC London for a complete cock up of their assessment. I seem to recall that London subsequently re-opened the file and re-reviewed. Can anyone help, as in that post there was some contact information (an email address I think) of the head of immigration dept in London. I want to equally suggest that my application has not been assessed correctly... to put it politely!
So not long after, I took it upon myself to email CIC and also followed up by posting a copy of the email with a covering letter by recorded delivery.

In the points assessed section under 'Education' I was not awarded a single point out of a possible 25!
My application was well presented. Proof of my British education and subsequent British military Royal Engineers apprenticeship was submitted with my application along with a letter, covering my education, supplied by my appointed immigration agent - (company name edited out), Victoria, BC, Canada. Copy also attached.
I am of the strong belief that an error has been made in the assessment of points for Education and respectfully suggest that reconsideration be given to my application. In particular a closer review of my education should be undertaken.
In short, as a Construction Manager and Engineering Technician, I am shocked at the zero value for Education under the assessment!

On 27th Sep 2012 I received a bit of a surprise in my email inbox!
It appears that, based on my letter suggesting they got it wrong, London CIC decided to re-open the case and assigned a new immigration officer to review the file.
Below is the response received by email:
