As far as luggage allowance is concerned, the Canadian government has the same rule for all the airlines i.e. that the suitcase must not exceed 23kg. Now, the number of pieces allowed is 2 in all the airlines so in other words, you can carry 2 pieces of 23 kg each.
Now about the airline. Let me suggest you the best option. Talk to any travel agent and ask the rates for Turkish airlines. The benefit of travelling by Turkish is that you will take Turkish from Islamabad to Istanbul and then from Istanbul, you will continue your journey to Toronto on the same airline and finally, your Toronto-Calgary flight will be from Air Canada (who have arrangements with Turkish).
The benefit of this route is that you can travel to Canada (Toronto) with a single stop and without changing the airline. The second benefit is that as you will land in Toronto, you will complete all of your immigration formalities in Toronto and when you will sit in the Toronto-Calgary flight, all the formalities will be completed and after landing in Calgary all you have to do is to take your baggage and go to your hotel or house without wasting your time in completing the formalities.
