I suppose, it does not really matter what part of name you change. It depends upon how much time your province will take to change the name (issue of name change certificate) and how much time it would take to change name on provincial IDs like drivers licence and health card. Also in order to change your name on Indian passport, you need to have the PR card changed first to the new name.

Meanwhile can i travel out of country or else i shouldnt travel until my passport is changed.
Moreover after getting name change certificate from saskatchewan. I can move to any province i like.

Ideally, the right way is to get your all IDs changed to reflect the new name before travelling outside Canada.

In case situation arises to travel out of Canada on emergency basis then you should talk to CIC and Indian consulate before travelling and take their advise depending on which ID has not been replaced with new name.

I suppose you can move freely between the provinces but make sure you update your address in case your pr card or indian passport is being renewed and is under process so that once these are processed, your IDs/documents get delivered to the correct updated address.
For your provincial IDs, if these have been updated with new name, you just go to new province and get those replaced with new name. If the provincial IDs have not been changed and you have changed your name, use the name change certificate to change your IDs in the new province by presenting your old IDs and the name change certificate. I hope the province where you move will allow that else you might need to replace your IDs in your existing province and then change it in new province.

I suppose legal name change certificate would be valid all across canada regardless where it is issued, maybe it might be different for Quebec. I am not too sure. Please do an online research.

Speaking of the name change, you have mentioned that India (your country of origin) should be notified.. What if they are not ? Is it possible to have two different legal names in two countries ?

As the person is from India (Indian Citizen) & Canadian PR card Holder, ideally, he/she should change the names on both Canada and India side and it should be the same name. I have never heard of people having different names in different countries.

I can make these affidavits in canada right. In the whole process i don't need to be in India right. Moreover in india usually they give gazette for name change. Should i get that one in order to get new passport.

You need to have PR card issued with new name. You need to get affidavits locally from Notary Public. You need to get two newspapers ads, one in Canada and one in India.

As far as I know, Canadian Legal name change certificate would be sufficient to change Canadian IDs like, PR card, drivers licence, health card, credit cards, bank accounts etc.


I will tell you my story.

I went for legal name change in Canada after arriving here in 2011. I applied for name in change in 2012. Once i received my legal name change certificate, I went to get my drivers licence, health card, sin card, bank accounts, credit cards, pr card changed to to my new name by using the canadian name change certificate.
Then I went to BLS and applied name change on my Indian passport and got newspaper ads published in india and made affidavits. Then i got my indian passport renewed with my new name.

I applied for citizenship in 2014 with my new name because all my ids were already updated with my new name before applying for citizenship.

I landed and got my pr card and then got name change and then got PR card and all IDs replaced with new name and then applied citizenship with my new name and had no issues. I can't say what will happen in your case because every case/application is different.

Affidavits can be made here locally by visiting a notary public.
You can either contact online the newspaper agencies in India and pay them online to get your advertisement and ask them to mail you the newspaper or have your relative grab it for you and send it to you.
Else, ask your relative in India to get ads in newspapers and then send you the newspaper ad by mail.
