Hi! I am in a similar situation. My baby is due early May. This is what I am thinking of doing:
1. If i get a PPR in the next month and will be able to move by the end of January, I will go to Canada on a short notice. That will still give me enough time for the medical insurance to kick in before the delivery.
2. If I get the PPR between Feb-May, I will ask them to wait for my baby to be born. I saw on the forum that some people have done that and in that case they put your file on hold and give you some time to provide baby's documents (exp. 40 days post-delivery). That would mean by June I could have baby's documents ready and sent to them, upon which they would amend the application, include the baby and then issue a new PPR. Only then, you send all the passports for stamping.
3. One option is to travel to Canada before delivery and activate PR, but then return home for delivery. Then bring baby to Canada on TRV later on and apply for sponsorship. That might be challenging if you are not from a visa-exempt country and baby's TRV gets refused. Apparently at least one of the parents needs to be in Canada to sponsor the child.

Of course, there is always the option of baby arriving before the PPR, which I hope does not happen. I cannot wait that long anymore!!!!

Tocanadawego - Highly appreciate your comment. The plan is very reasonable.

I was hoping my application complete this Dec. But now I don't think I will get PPR (then visa) this month or early Jan 2017, so I won't have enough time for the medical insurance. I would plan option #2.

#2 (land on in June) is much better for me. My eldest kid is in the middle of school year at grade 2 now. My wife and I also have more time to earn money here as the local business is going well.

Anyway, just our plan. Have no idea when CIC updates the application.

Thanks again.

Hi guys,

I have a similar situation - wife is due in Mid-April. What I did, is emailed by Visa Office (Ottawa, in my case,) and informed them of the matter, before I even receive PPR.

They advised me to send them a copy of the baby's birth certificate once he is here (strangely enough, they did not request passport or application form) They also didn't mention updated PoF, since our current one is more than enough for an additional family member.
Thank you very much Msf. As I understand, we don't need to update the application until the baby birth (including passport).

I guess now they will not issue a PPR before they hear back form us.
That is bad. Waiting is killing me.

I raised a CSE and also gave my feedback to SGVO yesterday. Following is the reply that I got from them today:

Dear Sir/Madam,

Thank you for your enquiry to the Immigration Section of the High Commission of Canada in Singapore.

We are currently reviewing the information provided by you in support of this application.

We estimate that the review may exceed the average processing timeframe set out in the Acknowledgement of Receipt letter which you received.

Often, delays in the processing of an application are out of our control as some processing steps require coordination with external authorities.

Our office will contact you as soon as the review is completed, or as soon as more information, documents or an interview are required.

Delays in the processing of visa applications are always disappointing to all concerned, but rest assured that all efforts are being made to ensure efficient and expeditious processing of all visa applications.

We hope this information will be of assistance.

Sincerely,

That they have! I don't know which external agency would take so much time to validate the papers!

Thank NashMash. After reading your sharing, I don't think I will inquire them, because the answer is very standard (as always). They are true that the delay has been disappointing all.

Good news is that they are working!!!

We got a feedback from our Member of Parliament - Eligibility passed, background checks in progress and no specific reason for delay. :(
He advised us to contact him again in three months if we don't receive any updates till then.

They sound nicer. We've never received such a detailed response from them.
External agencies would be for European citizens for example Interpol.

I've requested GCMS notes and from now on I'll be on their case on biweekly basis.
