I don't think so. It doesn't say anything like that on the website. It requires a designated individual in Canada to receive the mail with response. I put my friend down for that.Que Em said:

Is it because the request has to be made by (coming from) the person having a valid Canadian status (a relative, friend and/or a lawyer making the request on your behalf, if you are an outside applicant)?
Yes, the website doesn't say anything about that. I was just concerned, as I have submitted the request the same way (fax, online), and mentioned my Canadian relative's name & address to receive the mail.Tocanadawego said:I don't think so. I wonder whether they've never received my fax. Come on, who uses that old piece of junk any longer anyways? So frustrating.
Emailed them yesterday and got a response within several hours. It was sadly only that standard reply: we confirm your application is in our office and it's within regulatory processing times. Which made me angry because how is 12 months a regulatory processing time??? I've called CIC twice now, and I gather that we've passed everything, except the security check is not completed for my husband. We're guessing that it's because of his (mandatory) military service long ago.
When I called them yesterday I also got a nagging from the call center agent about requesting GCMS notes too often - he was going on about how MAYBE SOMETIMES things could happen, like they could misplace your file if they kept having to pick it up? I found that rather disturbing, even if he was careful to keep saying that it was my right to request them. In any case for my most recent request it's already been 43 days, so they're hardly meeting their service targets.
Anyway. It just feels really frustrating that it feels like we've been put on hold because of nothing that we could help.
