Decision Made changed some time between last night and today morning, and the email was received at 2am on my personal email!!

Guys I've finally realised that for FSW CIC processes the applications according to the date you took your medical exams. Because most people usually take their medical exams after they receive ITA it looks like CIC goes by ITA date but it doesn't. It makes sense because medical exams expire 1 year after their taken so CIC will have to go by this date so as not to risk the exam expiring.

The embassy, I tried to call and actually thought about it when I was filling the application and sent them several emails, but no answer came. How am I supposed to have a friend or family member in a country I lived in 5 months over 20 years ago and that is not my country. I obtained PCCs from switzerland and France in less than two weeks using an internet application form.... :(

So sorry for this frustration. If the embassy is easily accessible, perhaps it might be worth your time to go in person and speak to someone directly. Wish you all the best.

Good observation, Anya. That would make a lot of sense. Here's hoping CIC does indeed have some consideration for all the efforts folks put in for this proces :-).

If we have medicals on different dates, applicant one day spouse few months later etc., then which date are they going by

Is it meds done date or meds passed date?

It still can't connect the dots for me.
