This is incorrect. I brought in self-raising flour (white powder) from China without any issues.

Generally food items are not allowed. If we bring, we need to declare food items. They may asked us to open our suitcases, there may be some delay in the custom? Hence most of the people bring food items and they don,t declare it in custom form. If they catch food items without declaring then fine is $1300/=.
