But I am still a bit confused about certain things.

Does background check include calls to the employers and the bank for work and POF documents or is it done earlier after the AOR.?

I received my AOR in March . I m a FSW Outland applicant. My bg check went from in progress to not need in March. Then in July, it again went back to in progress. Does this have any signnificance?

During the BGC, employer calls is rarely done. The verification of employers is done at the A11.2 stage. During the BGC, which is done by CSIS and other external agencies, an applicant's criminal background, human rights violation, travel details, association with any banned political or terrorist organizations are checked.

The BGC can anywhere from 2 weeks to 15 weeks, the average being 3-4 weeks.

The employment checks and PoF checks are done during the A11.2 stage, they are rarely done during the BGC.

None of my employers nor me received any verification call or interview request.
Is this a normal occurrence?
Cos I believed that each applicant's employment details are checked by site visits and telephonic verifications

cic not call all the employers and applicants they only call when they doubt something , so you are all good bro.

1. The "Initial Review" is checking all the documents attached to your profile or there is need for another document like Schedule 4 or Schedule A required .
2. Then they proceed for R10 Check - Police Certificate Verification, ECA with agency website verified, IELTS verified . If all good then the file goes for next stage.
3. A11.2 Check - Here everything is verified from Sponsorship letter to IELTS, ECA, Work Ex. everything . After everything is good it goes for VO verification and PPR.

With 27-06 AOR, your file possibly completed R10 check and went for A11.2 check . Here it takes time upto 2-3 months for get completed as they will request the Information from Province and get it verified with your documents . After A11.2 is completed your profile will be transferred to LVO(Local Visa Office) .

You can order GCMS Notes to check the status of your file .

I have not received any update yet after sending the addtl docs requested except that my medical passed on july 22.

What might be the current stage of my application with this sir?

If your file is in LVO then might be your A11.2 is done and waiting for security checks and Visa Officer reviews

my R10 was OK and A11.2 was MET in CIO, then it moved to Local VO....any idea what it means or how safe iam? !!!

I have applied though the express entry program and hope to receive ppr soon.
I intend to do a short landing and am not from a visa exempt country, though I know it is not advisable to leave Canada before the pr card is received, which takes about 6-8 weeks.
My question is - Is it ok to ask a friend to mail the pr card to my home country, as I want avoid applying for prtd? Also, I will be getting married later this year - so I hope it would not be an issue to return to Canada witht the pr card. What do you think?

Below is the proposed sequence of events-
Short Landing
Leave Canada
Have pr mailed
Get married
Return to Canada alone
Apply for spouse visa

Only a few applicants get verification calls for employment checks. Applicant's who have doubtful educational details, and their employment details sounds suspicious. Most of the applicants never receive any verification calls and neither is their employers called. So if your documents are in order, you are all good.
