I guess it happened during the A 11.2 check. this is exactly what happens during this phase where the officer / agent reviews the documents and calculates the scores according to the documents and the references from WES and IELTS website. If you never visited UK, you do not require PCC from UK. IRCC instructions clearly state:Hello LegalFalcon,

Thanks LegalFalcon.If you never visited UK, you do not require PCC from UK. IRCC instructions clearly state:
"Police certificates are required up front and are mandatory for each country (except Canada) where an individual has lived for a total of six months or more."
Since you never visited, no need. If IRCC will need a PCC, they will ask you for one, very unlikely.
The status updates on MyCIC are not the most efficient way of knowing what is happening in your application. A lot of people on the forum have come up with theories (rather absurd speculations on what may have happened), just because it happened in their application. Then someone made up the whole IP1 and IP2, which in my opinion is mere speculation.Hi
