We are confused because his notes says: Eligibility MET on 15 July. If PoF is not MET than how it is possible to MET Minimum Eligibility criteria.

POF requirements don't apply if you have a valid job offer for a full-time, permanent and non-seasonal job along with a positive LMIA. If that is the case for both you and your friend, your applications won't be refused on POF grounds. Period.
