Temporary Worker Visa from Outside Canada - Question about Processing times and my situation

Hi guys,

I have posted a thread about my situation but this is a different question so I need your advice and experience on this:

I live in Canada since December 2012, I had a diplomatic status because my father was a diplomat. In December 2016, I applied and received a Student permit and Student Visa.

I graduated at that time so I then applied for a post diploma work permit, which they gave me from April 2017 to March 2020 and of course a work visa with that same time frame.

I got married with a Canadien Citizen on February 2017 and we applied for a sponsorship application, INLAND, on April 2018. I am now waiting for Quebec to approve of the undertaking of my wife and my CSQ.

This January I applied for an extension of work permit which they gave me in April 2020 until June 2021. However, I forgot to apply for a visa and this September, after two deaths in the family (in my wife's side of the family), we went to Tunisia for vacation quite last minute and she went back to Canada on the 2nd, while I was supposed to return the 16th. The issue is that I completely forgot about my visa and while I was going to travel, they didn't let me because my visa was expired.

So now I am in Tunisia, can't go back to Canada for the moment, I spent the whole day gathering my documents and applied for a Visa outside Canada on the same day, the 16th of October.

The person reponsible for IRCC Tunis told me that in order to prioritize my application and put it as urgent, this is what I should do, and she copy pasted this info straight from CIC site:

''Step 2: Fill out the form
When answering the question on the application form about the purpose of travel, enter the following information exactly as written to make sure your application is prioritized:

  • For question 1 a) purpose of travel, choose “other” from the drop-down menu.
  • For question 1 b) description field, write “COVID-19” exactly like this (you must use capital letters).''

When I check the processing times, I see that it is 78 days when you apply from Tunisia, now my questions are:

- Do you think it will it take me less since I already live in Canada, I work in Canada, pay my taxes every year like everybody else, married to a Canadian Citizen, already done my biometrics for Work permit, no need for backround check?

In my application I created a combined pdf file in the Client information section with a letter of explanation + marriage certificate + job contract + letter of current employment + Hydro Quebec Bill and Rent Renewal both showing that I live with my wife in Gatineau, Quebec and that I work there.

- What does the sentence ''Your application is now under process'' mean? Is it just the algorithm saying that my application has entered the queue or does it mean that there is actually someone opening and studying my file right now?

Basically, I don't get why my Visa should have around 78 days processing time xD

Thank you in advance for your opinion on this
