Both of you are correct but are talking two different scenarios. Out is talking about semi- and low-skilled workers under PNP. Hence, these workers are eligible for PR. Wrollin, on the other hand, is mentioning semi- and low-skilled workers who did not qualify for PNP like in Ontario which has no program for NOC C and D. Hence, these workers need to upgrade their levels to be eligible for PNP.
Check the PNP of all provinces, they differ. I think only Alberta has this PNP program for NOC C and D.
Well my employer is from Alberta, NOC 6662 must be D

How ever my occupation is not a regulated one, do you feel it comes under PNP?? Or later I must up-grade my profile?
