I need to bring my mom here in canada as I don’t have anyone in india except my mom.
My father recently passed away and I don’t have any siblings in india to take care of my mom. She lives alone.

I am concerned about my mom health.
So i want to bring my mom here in canada so that i can look out my mom health well.

So can i apply my mother tourist visa.

Yes, your mother can apply for a tourist visa. Assuming you are a Canadian citizen or PR and you meet the income requirements, you may want to consider applying for a super visa so that she can come for a longer stay.

She will not qualify for free health care coverage while visiting Canada. You should purchase travel insurance to cover emergency care. For any non-emergency care and pre-existing medical conditions, you should assume you will need to pay for this care out of pocket.

To have a high chance of getting a visitor visa approved, she will want to show strong ties to her home country in her application (e.g. property ownership and other assets).

Note that application processing times are taking a number of months right now.

Thank you, but as currently i am on open work permit. So in that case i can only apply for tourist visa and as current outbreak of corona virus can visa be refused?

In that case a super visa is not an option. The only option is a regular TRV. If the TRV is approved and your mother wants to come to Canada while COVID-19 travel restrictions are still in place, she will also need to get a letter of authorization from IRCC. Yes, however this doesn't guarantee the TRV will be approved AND she must also obtain written authorization from IRCC (in addition to the TRV) if she wishes to travel while restrictions are still in place due to COVID.

Make sure you follow the application instructions provided on the link above, specifically the instructions on how to apply for a visitor visa when you require written authorization from IRCC. This is very important.
 
Would also add that even if she gets a TRV and special authorization this is not a permanent solution. It may also take 200+ days to get an approval/refusal.

So should i apply TRV or to wait more. I am bit confused.
 
We’re ready to wait but I am afraid that the visa might not be rejected due to Corona.

It won't be rejected due to COVID-19. If it's rejected, it will be for other reasons (e.g. not enough ties to her home country, insufficient funds to cover travel, etc.).
