Temporary Resident Visa - Refused

Hi, I am a Yemeni national with a residential permit living in Saudi Arabia. In fact born and raised in Saudi Arabia The permit is renewed every month of May. Been working with my new employer since 2014 with a good salary.
My bank account has more $30,000 Canadian dollars. I applied a tourist visa for 4 weeks but got refused with the following reasons.

Grounds for refusal:

1. I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.

2. I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your current employment situation.

3. I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status.


My conclusion for each of the above points.
1. Should i get an invitation letter from a friend cos when i applied i only placed a hotel name and address.
2. My employers letter indicates my legal status, salary, enrollment, vacation period and that my contract is automatically renewed every March. My employment situation is great what more do i need to state.
3. I have a legal immigration status.

I see no flaw in the above except probably for the first point.
Please advise how to strengthen my position

I suspect your refusal has to do with the passport you hold. Your immigration status is temporary in KSA even though you were born/have lived there.

1. Why a visit of four weeks?

2. Are you married? Have kids? If yes, does your family live in KSA?

3. Have you traveled to other visa-required countries such as the US, UK, Schengen, Australia, NZ, etc?

I agree, its probably the passport.
Purpose to canada is tourism but i can get an invitation letter if that helps.
I have been to the USA 4 times the past 5 years.
Not married, no kids but my parents live with me.

My advice:
1. Don't reapply for some months. If you reapply shortly, your friend's invitation letter will raise a red flag because the purpose of your visit will change significantly.

2. The visa officer is unlikely to be convinced that you're visiting for tourism. You don't have a history of visiting countries that are closer to where you are for this same purpose (Read: UK, Schengen, etc).

3. As you are originally from a politically unstable country + your immigration status in KSA is temporary, it might seem like you want to claim asylum in Canada.

4. When you reapply, you must prove you have several reasons to return to KSA: Do your parents depend on you financially or for their well-being? Do you have a lease agreement in your name? Is your US visa valid? Do you have friends/relatives in the US? Can you prove that you have other compelling personal and professional reasons to return home? You must also prove that you have been successfully renewing your immigration status in KSA every year since your birth

2. I used to travel to states for tourism in the past 5 years. Are you implying if i get a Schengen visa it will be helpful. Whats wrong with the US visas?
3. He shouldn't think that way considering i have a very stable bank statement and an excellent job with good pay. Why would i think of asylem?
4. Yes my parents financially rely on me for their well being but how can I prove that? They are aged. I have an apartment lease in my name. US visa expired since trump showed up. Yes i have friends in US, why is this relevant? No compelling reason other than i am financially in a very good condition, happy with my job. Got my aged parents and have to get back.

In your case, I would recommend you build some travel history as well to the UK, Schengen and other countries.

Your previous US visits won't help considering the changed situation in the US.

You will have to do a hard sell to convince the visa officer as to why you want to visit Canada for sightseeing/tourism + why you will return to KSA. TBH, you don't have a compelling reason to visit Canada: You don't have family or relatives. Visiting friends is generally not a compelling purpose of visit.

If you had a valid US visa, you could have applied for a Canada TRV by indicating a side trip to the US to meet your friends + departure/flight tickets from the US back to KSA
